Born 1899 in Newport, Monmouthshire, the son of Alfred, an engine driver, and Sarah Payne. Sarah was a native of Teignmouth, Devon.
On the 1901 census he was shown with his parents and siblings living at 59 Archibald Street, Newport.
In 1911 he was living with his parents in Mill Parade, Newport. The family later moved to 15 Teign Street, Teignmouth.

Enlisting with 8th Battalion, Border Regiment, service number 36055, he was later transferred to 12/13th Battalion, Northumberland Fusiliers, service number 75087.
Harold was fighting with his battalion around the areas of Lys and Escaut when he was shelled and subsequently died of wounds on 26 October 1918. Buried in Awoignt British Cemetery, Nord France.
